Abstract:

A method for evaluating the effectiveness of the management subsystem (CS) of the organizational and technical system (OTS) is presented, which makes it possible to evaluate the quality of managerial decisions on a variety of ways of active / passive influence of the external competitive environment. The method is based on the assessment of the decrease in the quality of the transmitted administrative information due to the increase in the loss of the initial information necessary for the reasonable development of decisions on the management of the OTS in the operation. The assessment is carried out according to a set of particular indicators of the quality of the CS: timeliness, efficiency and validity (reliability) of the adopted management decisions. Their definition is based on the use of analytical and information models that allow to evaluate:

the efficiency of decision-making by the control system based on the determination of the coefficient of efficiency as a function of the volume and quality of information, as well as the coherence of the work of the decision maker when developing a decision;

the validity of the decisions made by the probability (coefficient) that determines the risk of making a poor-quality decision due to the active influence of an external competitive environment on the control system as a function of the duration of the transmitted administrative information and the standard deviation of the duration of the decision;

the reliability of the decision made on the analysis of alternative solutions and the choice of the preferred one as a function of the reliability indicator on the number of considered solutions;

the entropy of the correspondence of the decision made by the decision maker to the states of the OTS and to choose the preferred solution on the set of methods of active / passive influence of the competing environment based on the fulfillment of the condition for overlapping the entropy of the CS of the entropy of the states of the OTS. The substantiation of an effective decision of the decision maker is carried out according to the criterion of the maximum value of information and the criterion of residual uncertainty of the decision being made (minimum heuristics) based on the use of information, calculation and logical procedures (calculation problems).
