The paper considers the organization of communication at the myriameter waves with an underwater object under the annual ice and a layer of snow. An inhomogeneous model of sea ice has been investigated. The losses have been estimated when the signal passes through a multilayer medium, taking into account the contribution of each layer. The maximum submersion depth of the underwater object has been determined, at which it is possible to communicate with an airplane equipped with an exhaust cable antenna.
