The article deals with the events related to the history of creation and development of Soviet space electronic monitoring systems, particularly the first system based on spacecraft DS-U1, DS-U2, DS-K40, "Tselina" class systems, sea electronic monitoring and designation space system. Because of their specificity these events are still not reflected structurally. As a rule, available information is presented as sparse internet publications or is mixed with the history of other sorts of space systems resulting in over-generalized qualitative evaluation. So the primary aim of the article is to arrange the events concerning exactly the history of creation and development of Soviet space electronic monitoring systems. Evaluation of these events enables authors to make some conclusions about qualitative state of space electronic monitoring systems in Soviet period of development, namely: the events under consideration disprove an artificially formed (now stable) opinion about so called "stagnation" in development of the systems in question within last decade of the Soviet Union; space electronic monitoring systems of Soviet period completely satisfied their objective function and were definitely one of the factors of military deterrence.
