The article presents a method that provides a formalized justification and selection of the optimal strategy of the decision maker, implemented in the form of a management strategy for settlement (at the initial stage of the conflict), forceful suppression (at the stage of active development of the conflict) and resolution (at the stage of the end (termination) of the conflict). The method of synthesis of the management strategy of the decision maker is based on methods, models, strategies and tools based on the study and establishment of significant facts and circumstances of the emergence and development of the conflict for resolving contradictions at the stages of external and internal system synthesis. External system properties are resolved on the basis of a system of principles when justifying conflict management strategies by the decision maker, and internal system properties are resolved in his choice of the optimal strategy when adopting a management strategy based on the analysis of the appearance (composition, tactical and technical characteristics and functioning algorithms) of competing OTS. The synthesis of management strategies is presented in accordance with the theory of cycles, an information cyclic process based on the transformation of the results of solving particular problems into a generalized (integrated) solution. It is shown that the development of market relations has caused the shift of classical methods and means of conducting competitive struggle into the area of information space and has actually formed a new information field of conflict of the OTC, which is associated with a change in the essence of information – it has become a determining factor in their life.
The physical and mathematical formulation of the problem of synthesis of the SD by choosing from a set of admissible options isomorphic to a set of conflict elements, the preferred one, possessing the maximum value of the efficiency criterion – conflict stability of the life of each of the OTS. To solve it, technological schemes for conducting research at the stages of analysis, implementation of the principles and analytical-stochastic method of modeling, and synthesis based on consistent methodical disclosure of the theory of cycles on the functional, structural and parametric aspects of the synthesis of the SD are proposed.
An analytical method and algorithm for selecting the optimal version of the SD for a substantiated choice of the decision maker based on the essential properties of the conflict are proposed, implemented using the provisions of the theory of multi-step antagonistic games and the method of dynamic programming. The obtained results of the substantiation of the SD are used as a basis for making decisions by the decision maker to end the conflict based on settlement strategies, force or resolution, adjustment (clarification) of its characteristics, mainly the volume of tasks to be solved or the allocation of additional resources necessary to end the conflict.
The method allows to formalize the process of synthesis of decision makers’ strategies for conflict management, the solution of which ensures a reasonable choice of the UR based on achieving a conflict-stable state of life of competing OTS.
