The article discusses problematic issues of substantiating the appearance of educational and training facilities for retraining (advanced training) specialists working in the same field, but on specialized automation complexes with different composition and technology of information processing (modes of operation). In turn, students in the same group have a different set of competencies depending on their position in the organization, work experience and degree of mastery of the specialty. The purpose of the work is to form the requirements and indicators that ensure the formation of the appearance of a specialized educational and training facility. The novelty of the work lies in the development of a methodological approach, which, unlike the well-known ones, makes it possible to assess the quality of the intended samples of educational and training tools with given limitations on the level of competencies that specialists should possess and the resource spent on its creation. Result: based on the conducted research, a method has been proposed by which it is possible to justify the need to reproduce the elements of the specialized automation complexes under consideration relative to the real system and its interrelationships when functioning according to the intended purpose, for a rational choice of the structure of the training facility. The proposed version of the training tool, on the one hand, must meet the requirements for the resources expended, and on the other hand, ensure the qualitative development of the required competencies. The practical significance lies in the suitability of the developed scientific and methodological apparatus for solving practical problems related to the formation of educational and training facilities specialized for training specialists in the same field, but in different areas of activity.
