The spheres of activity of the system of attestation of personnel of the Higher Attestation Commission of the Russian Federation and innovative enterprises are considered. It has been established that the simplification of the procedure for registering objects of intellectual property in Rospatent of the Russian Federation, the inclusion of non-implemented intellectual property items in the list of works of the Higher Attestation Commission of the Russian Federation and the increase in the level of incentive remuneration for the creation of intellectual property items leads to a slowdown in the country's innovative development. It is proposed to amend the (regulatory documents) Decrees of the Government of the Russian Federation.
