Electronic document management system as an element quality management system

Abstract:
Development and implementation of a quality management system (QMS) in accordance with the standard requirements of International Organization of Standardization (ISO) is thought of as a factor of a company-s competitive growth in the producers - market. Strategies of products competitiveness support are subject to constant revising due to the necessity in goods and services quality assurance and improvement. Implementation of information technology into QMS becomes a key factor of economic growth and ensures the quality product to be produced. The basic concept of information technology is information amount of which is constantly increasing within organizations. QMS processes recording and management of the records and documents more or less regulating the company-s activities become essential. Efficient approach to documents management for tracking and reconciling the discrepancies becomes obligatory. Use of electronic documentation can be one of such approaches leading to creation of an electronic document management system (EDMS). Being an automated system an EDMS is used to aid the creation, usage and maintenance of the documents in electronic format to improve the operating procedures of a company and is thought of as a system designed for document management on various stages of its life cycle. A peculiar feature of modern EDMSs is the formation of new-generation automation systems with basic objects being both documents and business processes comprising documents flow and processing. EDMSs are provided with additional technologies, i.e. workflow management, visualization, electronic archive, intelligent technologies of character recognition, indexing, group working means, data security. It is actively searched for the best joint solutions for EDMS and ECM (Enterprise Content Management) functionality within one system. The conceptual importance of modern EDMSs is their integratability that reflects the general trend in the history of software industry development. EDMS implementation allows keeping the quality system in accordance with international regulations, compensates for shortcomings of a traditional hard-copy paperwork system. But in the field of EDMS use there exist various barriers from psychological and legal to hardware and software ones. For the effective implementation and functioning of EDMS and QMS in particular within organizations, it is conceptually important to find solutions to these problems. At the moment, it is impossible to eliminate hard-copy paperwork completely but still it is necessary to increase the number of electronic documents with respect to paper ones.
