Abstract:

Geographic information systems (GIS) are actively used in decision-making systems for the collection, storage, integration, transformation, analysis and visualization of geo-and metadata, and are an essential element of analytical and situational centers. Geographic information systems is developing in the direction of using client-server technology, specialized extensions for a wide range of tasks, browser-based solutions, open formats and program codes, implementing distributed and intelligent GIS (IGIS).

The prospect of GIS development is “smart” geographic information systems – IGIS for high-quality solution of problems in various areas of human management. The modern use of geographic information systems for a wide range of tasks involves the processing of a large volume of geo- and metadata. Decision making under such conditions requires a clear understanding of both the problem itself and the ways to solve it, detailing the composite subtasks and determining the sequence (priority) of their solution.

However, due to the large volume and heterogeneity of the data, as well as the variety of tasks solved with the help of geographic information systems, the existing methods for preparing decision making using GIS have significant limitations. It is advisable at the present stage of development of management decisions to increase the efficiency of the use of GIS by developing methods, algorithms for automating the processing of geo- and metadata.

The aim of the study is the analysis of the geographic information system as an important element in the preparation of decision making, which allows to automate the processing of geo and metadata, freeing up the operator’s temporary and intellectual resource. In the course of the analysis, the modern geographic information system is defined as a system that implements information technology for the implementation of the established functions: input, integrity and storage of geodata, format conversion, differentiation of access rights, performing geographic information tasks, displaying geo- and metadata analysis results for making decisions in various areas of management.

Modern GIS implement data processing analytics in the form of concepts of metadata, their harmonization, integration and merging in solving managerial problems. In the framework of an object-oriented approach, concepts are implemented through a hierarchy of classes that reflect the concepts of the subject area of analysis and the relationships between them.

The practical significance of the results lies in the consideration of the geographic information system as an important element in the preparation of decision making, which implements the automation of the processing of geo- and metadata, and determines the management actions.
