Questions of ensuring spectral efficiency for signals of phase modulation are considered. It is offered to form due to double modulation signals with smooth change of a phase by transfer of discrete information. The choice of the index of modulation is proved. The results of modeling confirming legitimacy of the drafted theoretical provisions are represented.
