Article is devoted to the description of development stages of control systems of content (CMS) for creation of the web sites. Steps on creation and setting up the project are in more detail described, the detailed contents of the project with the appendices entering it are considered. In general, development of the project consists of the following main stages: development of the general structure of the project; development of the function of representation which is responsible for a conclusion of pages of a cursor in the browser; development of the function of the admin appendix which is responsible for authorization and registration of the user; development of the function of the pages appendix which is responsible for management of pages of the site; development of the function of the templates appendix which is responsible for management of templates and the menu of the site; development of the function of the files appendix which is responsible for management of files of the site; development of the function of the tools appendix which is responsible for management of settings of the site. In more detail in article modules of authorization and registration of the user, the module of management of pages of the site and the module of management of files of the site are described.
