In this article basic data (indexes), terms of decision and assumption, offer for the task of construction of the generalized descriptions of the perspective complex technical systems. Entropy approach and method of clusterization of decision the set problem, and also model of construction of prospects of the complex technical systems, are indicated at a design. In the article the general question of correct choice of criterion of optimization of efficiency of the use of the complex technical systems (development, modernisation) is considered taking into account limitation of resources. Task of construction of the generalized descriptions on the basis of vectorial analysis with the use of entropy. The method of clusterization of standards of the difficult technical systems (СТС) is considered also on the basis of entropy approach. Got results of researches on development, modernisation and exploitation of СТS in situatioonal terms, and also the receipts of the generalized descriptions on the basis of vectorial-entropy approach of assignation on development of standards of СТS give an opportunity of construction of model of generalization of descriptions of perspective СТS, that is the task of the nonlinear partial-integer-numerical programming. As a result of decision of this task the optimal values of variables on the basis of that there are basic directions of development of СТS for Socialist Republic of Viet Nam are determined.
