Excitation and inhibition are the most important processes of self-organization of organisms, providing internal dynamic equilibrium (homeostasis) and adaptation in the environment (ecological niche). If fundamental biology studies the mechanism of these processes, they are interested in biological medicine from the point of view of health and ill health (disease, pathology). The most significant problem in this context is the problem of inhibition of behavior.

The problem of inhibition behavior can not be considered only in the physiological (somatic) aspect. An adequate conceptual basis for its analysis is able to act as the anthropic approach and dimensionally ontology of V. Frankl, allowing to see the psychogenesis of internal inhibition. On this theoretical Foundation Biomedicine can give an increase in knowledge, but also play a productive role in law-making and law enforcement.
