At health care in areas of extreme becomes a question of efficiency making the right decisions with regard to the cost of the necessary logistics activities. Indicators of the information flows circulating in system using a graph of system are analysed. Consider information flows of two scenarios of a telemedicine most applied in practice: flows of debris and emergency remote consultations. The criteria of effectiveness of extreme telemedicine systems (ETMS) are offered at carrying out of emergency telemedicine consultations: time a survival of the patient, time evacuation of the patient, efficiency a post of medical actions and consultation cost. Presented the criteria were applied to solve the problem to find the optimal transportation plan patients in case of emergency consultations for the development of telemedicine system in mountain regions of Yemen. To do this, apply the model to minimize the cost of travel expenses by using economic and mathematical modeling using the apparatus of linear programming in Mathcad 11i. The results of simulation scenarios management of telemedicine consultations with the proposed criteria allow us to determine the optimal constructive characteristics of control ETMS.
