The last two decades of market reforms have created new economic relations in the health sector of Russia which caused the need for a management as a new type of management in the new economic environment. During these years a practice of reform went without substantial theoretical research to transform. The gap between theory and practice has already in the 1st Decade of this century. A better understanding of the ways to further reform is the clarification of the notions of health economics in modern conditions and its object. The result is the most important tools that economy of health cannot be considered without taking into account the new financial service providers such as insurance companies and the compulsory health insurance funds. The authors argues that the management in public health services should be seen as a special kind of management in relation to the notion of general management. Therefore, a general management methods can be used in health care. The health care management radically opposed to the productive sector of the economy. If you a basic principle of shared management is based on the assessment of the production of goods and services in order to maximize profit, for management in health care the same principle can be interpreted slightly differently - evaluation of health care (medical services) in order to meet the needs of the population.
