Organization of Health Protection of Participants of Polar Expeditions Using Telemedical Monitoring Technology

Abstract:
Long-term operating experience of the telemedical system created on the Russian Antarctic expedition «Ambulance-Consultant RAE/AARI» has shown that doctors of polar ambulance stations, being operators of this system, carry out functions of management unusual for them by gathering, preprocessing and translation of the data. Because of what the mistakes leading to failure of remote consultations are regularly made. To correct an existing state of affairs it is possible if to make active expert service, that is, to charge to it to conduct independent remote control of a condition of remote patients. Thus the telemedical system turns from the advising tool to monitoring service of supervision over parameters of a state of health of the person. In article the technical decision which presumes to carry out active monitoring of expert service which is understood as possibility of remote management by gathering, preprocessing and translation of the data for its further analysis is considered. Such decision assumes use of technology of remote access to networks, with application of broadband satellite communication. In this case «the telemedical coordinator» incurs functions of remote monitoring of a condition of terminals of the Network of Subscribers and data presentation function to the cho-sen experts of the Network of Expert service. The perspective system of satellite communication INMARSAT introduced at the Russian Antarctic stations, will allow to change in immediate prospects the work scheme for the account большей degrees of automation of many specific problems which are carried out now by the operator. Thus, application of the developed technology of telemedical monitoring solves a problem of reception of the medical data with remote access without participation of the doctor of a polar ambulance station that allows to exclude practically the most part of errors of doctors - the subscribers of telemedical network ААНИИ who were carrying out before functions unusual for them - operators of telemedical system.
