This article proposes an approach to comparing identification criteria based on calculating the average weighted margin of meeting the requirements probability. The proposed methodology is due to the specific features of the hardware implementation of the decision device. Dividing the decision-making function into stages is a generally accepted tradition. There are stages of decoding, statistical analysis and identification of the results of the primary and secondary radars. The first stage consists of observing the signal-interference situation relative to the moment of receiving the response signal. At the second stage, the statistical evaluation of the results of the first stage within the duration of the radar packet and identification based on the received response signals occurs. At the third stage, the result obtained by the secondary surveillance radar attributes to the detection results of the primary surveillance radar. Analysis of the adopted circuit solutions showed that the division of operations between discrete modules does not always strictly correspond to the proposed functional division. The division of functions considered in the article claims to highlight common characteristics, based on which a general approach is proposed for comparing identification criteria. In a large number of cases, the stages of decoding, analysis and identification are not performed completely, in a simplified form, or the operations inherent in the stage under consideration are performed at the next stage due to the circuit implementation of the device selected by the developer.
