Problem statement. Ensuring conflict-resistant use of organizational and technical systems (OTS) in a competitive environment, currently manifesting primarily in the information environment, has necessitated the use of radio-technical systems, organizationally integrated into electronic objects (ITE), to mitigate the associated risks. Their use is based on a multitude of hierarchically coordinated general, specific, and specialized functions performed by decision makers in solving ITE management problems. An analysis of the management functions (MF) performed by decision makers based on a multitude of external and internal system properties and ITE application conditions enabled the definition of goals (tasks) and the content of training and simulation tasks (UTZ) aimed at the theoretical and practical training of specialists using intelligent training systems (ITS).
Purpose. Develop a method for substantiating the UTZ based on identifying, establishing, and analyzing the decision-maker's functions for managing the REO across a variety of interaction conditions with the external environment.
Results. A plan for implementing the UTZ, detailed by the levels of coordinating, managing, and executing elements, was formalized. Based on the functional representation of the UTZ management process, general, specific, and specific functions performed by the decision-maker were identified, their properties and interrelations were established, and the relationships between them were formalized. Structuring the properties (features) and interrelations of the FUs ensured a formal representation of the UTZ as a function of the type and content of the FU, the external and internal system properties of the REO, the external environment, and the conditions of their interaction. Based on the disclosure of each component of the UTS to the level of elementary features, a homomorphic representation of them on the corresponding measurement scale was carried out on a set of criteria (indicators) and using the properties of the anti-reflexive and transitive relationship of strict dominance, determined by the ordinal scale of criteria, a set of d variants of the UTS was formulated, from which, based on the relationships of intersection and unification of FU at each level and all levels of the hierarchical structure of the REE management system, preferred variants of the UTS were determined.
Practical significance. The presented mathematical apparatus provides formalization of properties, interrelations, and the convolution of decision-making functions for managing the state of electronic equipment under a set of conditions of interaction with the external environment, making the proposed method applicable for substantiating the UTS in various subject areas of modeled ITS objects.
