In the conditions of external geopolitical pressure, the question of the need to ensure the economic stability and security of the Russian Federation has become acute. The key element in achieving the stability of the country is the military-industrial complex. But due to the high import dependence and a number of internal barriers, the question arises about the degree of influence of key problems on the development of the defense industry. In this connection, there is a need to assess the sustainability of the industrial complex and analyze the ways of its development.

Basically, researchers consider certain aspects of the defense industry, such as human resource management, production processes, logistics, digital transformation, financial regulation. This article reflects a comprehensive view of the situation of the military-industrial complex. The purpose of the work is to analyze and evaluate the key problems of the defense industry and measures to ensure its stabilization and development. To do this, it is necessary to identify the main barriers to the development of the defense complex, assess the degree of their influence, identify existing measures for the development of the defense industry and determine the most effective of them.

It is proved that, first of all, it is necessary to solve the problem of the shortage of domestic material, technical and information resources, personnel shortage and to revise the policy of financial regulation of defense industry enterprises. Existing state support measures can only partially reduce the impact of problematic factors on the development of the defense industry. The increased burden on industrial enterprises requires a more radical systematic approach. As the most effective solutions, the development of cluster initiatives is proposed in order to intensify the interaction of institutional structures in combination with reverse engineering and digital transformation of enterprises. As well as the revision of financial policy towards the development of private investment. In general, the Russian economy has demonstrated stability, despite negative forecasts, largely due to the successful transition to a mobilization economy, which provides the potential for further strategic development of the country.
