Abstract:

Intellectual property becomes the personification of world production and trade of the XXI century, fully covering all segments of the production-distribution chain. Consumer buying electronic equipment consisting of many parts and components produced around the world, assembled together by the original equipment manufacturer, pays not only the cost of parts, components, manufacturing labor, delivery services and sales, but above all the cost of results of intellectual activity of developers and designers, whose innovative activities allowed us to obtain accordingly, technology to ensure the normal operation of sold equipment, its industrial design and trademark. The changes made today by technological innovations in world of production and trade are so great that the increase in the value and share of non-material labor in all segments of the production-distribution chain will only increase. However, Russia at the present stage of development, unfortunately, is due to a number of circumstances that developed after the collapse of the USSR thrown out of this profitable process. A significant part of the results of intellectual activity of Russian developers of secondary power supply remains unprotected and is not commercialized, which hinders the implementation of innovative plans to modernize the economy and generate huge revenues needed in both the public and private sectors of the economy for successful development. Numerous barriers caused by non-compliance with the law by the state bodies responsible for the protection of law and order, shortcomings of the current legislation, the lack of a single market for intellectual property, unfair competition, lack of special training and resources, and other constraints create conditions under which the protection and commercialization of the results of intellectual activity becomes not only impractical, but also unrealizable and dangerous enterprise. The article analyzes the reasons for such a negative dynamics and suggests a mechanism for an effective way out of this situation.
