In industrially developed regions of Russia at the present time, as a rule, there are two kinds of economies: a new, in the form of special economic zones, technology and industrial parks, and traditional, as the surviving joint facilities for various activities and forms of ownership, and not in all regions the objects of the new economy are making the predominant contribution to their industrial production volumes. At the same time, once a powerful radio-electronic cluster in Kaluga region now and does not make a significant contribution to its traditional economy. However, among its joint-stock companies in 2008, a new object, medium-sized business enterprise for the production of products of electronic components, based on the alliance of private business (shareholders\' equity) and the intellectual elite. The purpose of the new facility of the traditional economy modernization of the company without taking into account the budgets of different levels of priority by investing in intangible assets (training a team of professionals from the graduates of technical university, through the creation on its territory of scientific and educational center, and the branches of the university-based departments). By 2016, a structure and personnel that have completed the modernization of the material assets of the development and production of products of electronic component base, without the use of foreign technology and the purchase of imported equipment. In the context of the impact on the object of various positive and negative factors of - for his placement in general industrial conglomer-ate in the region, a new object of the traditional economy was able to find and implement such internal factors that not only allowed it to compete successfully with the residents of the new special economic zones, but create a modern production of electronic component base, despite the use of technologies in a wide range of materials, pollution of the environment which would lead to negative conse-quences.
