The solution of problematic issues in personnel training of highly qualified personnel at the postgraduate research institute

Abstract:
The scientific and educational activities include work on the dissertation, training sessions, certification of graduate students, PhD exams, use of scientific library database, conferences and seminars, publications. These areas of work are defined by normative-legal base which regulates the issues of scientific personnel training. An important role in the training of scientists in the Institute plays a monitoring system of postgraduate\'s work, to this end we apply several forms of plans-reports: individual plan of the graduate student\'s work, the quarterly plan of implementation research, plan-report of the graduate student for the quarter. All this allows to control the process, not just for a supervisor and department head, but also allows graduate students to independently monitor the effectiveness of their own activities that helps the formation of self-organization and self-control because the graduate students of the Institute are not only trained but also they perform the duties of their full-time position. Since the training of graduate students is carried out on the job, research work is conducted not only when writing the dissertation but also through the activities of the scientific departments of the Institute. Ongoing activities for preparation of scientific personnel in the Institute enable to develop professional quality and competence of graduate students (the scientific competence, the ability to govern themselves, the ability to speak in public and lead the discussion, the ability to use their capabilities for solving scientific problems stimulate creative potential of graduate students).
