Abstract:
The object of this paper is personal satellite communications system that is to provide communication and data transfer services both in the territory of Russian Federation and all over the world. The system is based on a constellation of LEO satellites. This paper describes two variants of constellation configuration. The first variant describes the system based on a constellation of 12 satellites providing services in the Russian Federation and CIS territories, and the second variant presents the 24-satellites constellation system providing services all over the world. The paper provides the analysis of characteristics of components of the system and the main directions for its development. Creation of Russian personal satellite communications system based on a constellation of LEO satellites is a priority course of government and a key to solve some problems in defense and security, social and economic development and science development areas.
