Locally optimal video encoder

Abstract:
Based on the analysis of the structure and properties of the information redundancy of video data based on the allocation of the indi-vidual components and the differences in the origin and properties, allocated significant types of video data redundancy. It revealed that the two encoders locally optimal, the processing is the same set of input signals and having the same restriction on channel capacity can not be a situation where one of the encoders on all input signals gives an error less compression than the other. Therefore, to compare coders together by formal signals at different compression measurement error incorrectly. If one of the encoders on any input array as a result of these tests was better - there is always a set of input signals, which he lost to second. Accordingly, this approach is not performed for encoders that are not locally optimal.
