In article the principles of creation of domestic system of the personal mobile satellite communication including orbital groups of spacecrafts on GSO and НEO are described. The block diagram of system is provided, the services provided to consumers are described. To be given in article justification of relevance of creation of system, estimates of number of potential subscribers of personal satellite communication network also are given.
