The approach and models of fast response to invasion anticipations for the purpose of damage plotting to transport system, i.e. making of the act of unauthorized influence is considered. Authors offered the principles of creation of safety system on transport, and approach to transition from a risk assessment to its fuzzy measure with creation of a logic and probabilistic model of safety system where new models of computation of risks are used is reasonable. Authors consider new mathematical models of risk for the description of the principles of fast reaction of structural and difficult systems on external striking influences. Transport safety system can be carried to a class of the structural and complex hierarchically arranged subsystems, the modes which were characterized by sudden (spasmodic) change of functioning against long-time stable operation in standard modes.
