One of the major problems facing the establishment and development of the Russian research vessel is the imperfection of the legislative and regulatory framework. The Russian legislation still lacks the basic federal law regulations in the field of innovation. At the sectoral level in recent years adopted a series of regulations providing for the regulation and government support for innovation infrastructure development. One of the major components of the legal framework, which is necessary for the formation and effective functioning of the national innovation system, is the legal protection of intellectual property rights and the involvement of the results of scientific and technological activities in the economy. There is no systematic concentration of resources to implement the priorities of innovation development. International experience of innovative systems in the most "breakthrough" economies of Japan, China, Korea, Finland shows that the formation of innovative policy of the country should involve all organizations working in the field of high technology, government, business, science and education. The choice of an innovative development path calls for the creation of strategic planning, strategic management and long-term scientific forecasting. It seems appropriate to develop a draft federal law on long-term forecasting and strategic planning of the economy as a whole, as well as individual sectors of the economy, social sphere and the regions.
