World experience shows, the dynamic socio-economic development of the state and ensure its competitiveness in foreign markets (closing the technological gap) is provided, above all, the presence of medium-developed "knowledge generation" based on a significant sector of fundamental and applied research in combination with an effective education system, developed a national innovation system, an integrated public policy and regulatory legal provision in the area of innovation. The basis of modern economies constitute the productive forces - a system of personal and real factor in their interaction, the functional purpose of which - the transformation of matter and the forces of nature to meet the needs of humanity. Policy innovation can be defined as the direction of state activity that is associated with the formation of science and technology policy and implementation measures for its implementation in the public interest, national capital and the scientific community in the creation, development in production and market promotion of scientific, technological, organizational and managerial innovations. The subjects of innovation policy are executive, legislative, financial and industrial associations, academia, and civil society organizations. The objects may be the scope of research and development (R & D), innovation and own scientific and technical innovations. National innovation policy - part of the economic and scientific-technical policy, which determines the basic priorities of innovation at the federal, regional, inter-governmental levels and the mechanism of realization of these priorities.
