The method of management in the power bodies of the subjects of the russian federation on the basis of redistribution of resources in information-analytical systems in the formation of the descriptions of the situations

Abstract:
The paper provides the method of management of the redistribution of the resources of the Department of the authorities with the use of information-analytical systems in the event of occurrence (the possibility of) emergency situations of natural and technogenic character for territories of the subjects of the Russian Federation. It is shown that the tasks to subdivisions of organs of power in the course of the forecasted activities related to the evaluation of the possible impact of emergency situations and their consequences in the sphere of agriculture of RF subject, in which it is operating the unit. The developed method gives the possibility in information-analytical systems to realize the intellectual analysis of data in the formation of descriptions of state of emergency, and that is when solving new tasks of the divisions of the authorities in the course of the forecasted activities. The developed method can be implemented in the form of dispatching control system, functioning at the same time in the information-analytical system and in the framework of the existing or future systems of electronic document circulation Department of the authorities of subjects of the Russian Federation. The proposed method of redistribution of the resources of the Department of the authorities with the use of information and analytical systems will allow to carry out operational management of the Department of the authorities with the emergence of new tasks, connected with emergency situations. The proposed method takes into account the importance of the tasks and processes, which are already being carried out in the units of local government or are new, as well as the possibility of changes in time of priorities.
