The current state of the telecommunications market leads to an increase in the number and complexity of business processes for network operations, customer service, commissioning of new services, the creation of modern methods of research and development of integrated management systems. Under the functional approach to managing to solve effectively this problem is impossible. Without a system of business process management is difficult and long solved the problem «connections» operations of various units of analysis of existing business processes, modeling, identification of «bottlenecks» in the execution and most importantly, their optimization. Therefore, to manage the company's business processes require special solutions based on technologies, process management, methods of calculation and research. In this article a method of development of control systems, based on the concept of eTOM, and are the main approaches to assess their quality, is proposed.
