Presented in this article approaches to problem solving, of support the operating and business activities of telecom operators can generate the set of feasible options, to define a set of quality indicators, to choose the optimal system for a given optimality criterion, i.e., reduce the problem of developing a distributed system OSS / BSS to choice of one of the possible alternatives to its construction. Overall assessment of the system OSS / BSS is proposed to define a set of particular criteria. The proposed approaches allow to select a strategy for development a system to handle the maximum of each of the particular criteria. The formalization of the tasks of general mathematical models development of resource allocation and streamline operations OSS / BSS, and definition of system integration costs of particular components of the solutions makes it possible to solve the problem of choosing an optimal configuration of network and communications equipment, network reconfiguration and network resources to service the control object, updates the network configuration after completion of the service users.
