At present the formalistic methods of process optimization of taking decisions are widely developed. The methods of forming structures, description and appraisal of use of the complicated objects designed, where the responsibility is of a designer, is paid less attention to. The designer of an object is responsible while working out for management, technical level of the object, its work efficiency, design expenses and total cost. The method of structure forming, description and the effect appraisal of use of complicated technical systems, different from those which take into account subjective and objective factors on early life stages of objects totally in the system, are suggested in the article.
