In the List of commissions of the President of the Russian Federation the commission on creation and development of the state information system of the personified account of rendering of medical aid to citizens of the Russian Federation has taken a very important part. The basis of such system consists of standards provision in which the important role is performed by standardization. The current condition of standardization in the health informatics is characterized by following facts. The National Technical committee TC-468 «Health Informatics» was established in September, 2005 on the basis of leading research institute. Since that the TC-468 has been constantly successfully working on developing national standards and their harmonization with the international standards. The important result of the Technical Committee activity is development of four base standards of an information exchange which are unified reference information model and are intended for definition of requirements to the register of the insured citizens, the rendered medical aid, data on medical aid organizations, the medical statistics. Per se the standards define basis of unified information system. 20 more national standards identical to international standards ISO were submitted for approval after been publicly discussed. These standards define requirements to plastic medical cards, formats of an exchange of the video data, architecture and structure of an electronic health records, enter requirements to the account of statistics, a prescription of medicines, define requirements to protection of the rights of patients against use of the medical data in information systems. At the present there are priority tasks of the standardization priorities as follows. The coordination of terminology in the field of health information consists in necessity of reduction of all operating standards to unified terminology and unified definitions. Besides, not all English terms are unequivocally treated in Russian and not to all foreign concepts there are analogues of concept of the Russian public health. The important tool of the coordination of efforts of the standards developers standards is developing a popular information resource in a network the Internet. Structure of this information resource should include: section of news TC-468 «Health Informatics», section of data on development of national standards, section of international standards ISO, section of definitions and designations, section of an opinions exchange on a standardization implentation. Development of standardization for a telemedicine is justified by absence of any standard documents and by its actual application. The standardization program in this area, has been proposed and justified, including direct application of two international standards ISO and workings out of five new ones, which are not present not only in Russia, but also abroad.
