In Russia, there are no on-board space optoelectronic means of monitoring near-Earth space (NES). It is proposed to create a space-based optoelectronic surveillance system (SOESS), which will complement the existing ground-based Automated Warning System for Dangerous Situations in the NES. The article presents the appearance of SOESS, the orbital construction of spacecraft and circuit solutions for onboard optical-electronic equipment. The information received by SOESS will increase the reliability and efficiency of observations. The SOESS will provide uninterrupted monitoring of space objects in geosynchronous, geostationary and highly elliptical orbits.
