Abstract:

The problem of efficiency estimation that characterizes technical level of complex radio engineering systems and. in particular, electronic warfare systems is multivariant and generally must be considered in multicriterion formulation taking into account objective existent factors of ambiguity and level of informational support both about sysytem quality levels and resource support.

Existing applied aspect problems to estimate efficiency of electronic warfare systems can be explained by a fact that theory of efficiency as a science is nowadays at a stage of formation. At the same time popularity of the term "effectiveness" led to its rather loose interpretation both in qualitative and in quantitative meaning. As a result, ambiguity of understanding effectiveness and multiplicity of factors arises. All this actualizes the necessity to start critical investigation of principle propositions which form efficiency theory of complex engineering systems and, in particular, efficiency estimation of electronic warfare systems.

The purpose of this paper consists in structural specification for critical investigation of both native and external foundations of efficiency theory with indicating of reference point in chosen coordinate system that is formed after variety of most basic characteristics of electronic warfare systems is synthesized.

Critical analysis shows that to formulate general efficiency theory of complex systems one has to use coevolutional approach but not traditional approach. Coevolutional essense of idea consists in the fact that critical investigations of all schools that deal with problems of efficiency estimation and, as a consequence, methods for solving the problems were considered using such system approach as emergentism. However, reference point of a chosen investigation coordinate system belongs to area of decision theory.

As a result, a conceptual model of efficiency that depicts complex ratio of a result as achievement of a goal through quality coefficients to cost of allocated resource is suggested. A model of efficiency estimation is based on synthesized variety of most basic characteristics and defining properties of a result of purposeful activities.
