Management procedures based on methods of project management (in this paper project is meant to be a time-limited organizational management to design effective jamming systems) that most enterprises use nowadays involve operating plans of economical activity with plan period not exceeding a year. At the same time lifetime for a typical project consisting in design of radio systems can reach 3-5 years depending on construction of radio systems. Comparing this facts, one can conclude that most of the projects don’t meet this requirement. There are two probable solutions that can be found in the latest papers. In this paper we shall actualize one of them. Considering project management as a methodology of organization, planning, management, coordination of human and financial resources, facilities and equipment using up-to-date methods, techniques and technologies of management, the purpose of this paper is to achieve required production jobs, production level, cost, time and quality to design effective jamming systems.
To confirm optimality of the project one has to estimate the effectiveness of produced prototype of jamming system. As an example, effectiveness estimation for one of fulfilled project (design of an airborne small-sized jammer in a single container) is shown. To estimate the effectiveness of jammer n tests were carried out (testing flights with jammer on-board). One of two events could occur in each test (success if air-based, ground-based or sea-based radio-electronic system was suppressed and failure if air-based, groundbased or sea-based radio-electronic system was not suppressed). Effectiveness of tested jammer is 0,83. This estimation of effectiveness meets generally accepted international requirements for systems of such a type (jammers in a single container).
Solution of the problem consisting in definition of a function synthesizing project management in design of jamming systems allows to find an optimal project management in design of jamming systems by means of solution of a problem consisting in definition of step-by-step management (dynamic programming).
