A two dimensional vector variant of the optical theorem is formulated and proved for the arbitrary polarization of an incident field. Equations for calculation of the absorption and scattering cross sections of a circular cylinder with the arbitrary complex permittivity and permeability over a wide frequency band are derived. Examples of calculations are presented.
