The use of expert evaluation method to define efficiency of the automated support-transport communication network in the special mobile radio network

Abstract:
A method proposed of evaluating the performance of automatic support-transport networks included in the special mobile radio, based on the method of expert estimates. Justified enlarged scope of the expert system, the key and additional procedures and techniques. The procedures are described: to identify key factors and their expert ranking, the formation of quantitative performance indicators and the construction of rating scales, choice of the factor model. The proposed approach for adapting the knowledge base to changing conditions of the external environment based on the Bayesian procedure. The procedure for assessment of the competence of experts and consistency of their decisions. The necessary design calculations. The results of the application of the methodology for comparative evaluation of the effectiveness of various design options for supporting transport network in the framework of modernization of the network, special mobile radio in one of the regions of Russia.
