The method of study the cost of construction and commissioning works to create or upgrade systems, networks and telecommunications facilities. The technique is based on the method of direct calculation. The volume of work is determined by comparing the newly created or upgraded system and its components with known counterparts. To determine the coefficients of the complexity of work performed on the work, taken as analog techniques within the whole complex of works presented as three relatively independent parts (type of work): Part 1 - preparatory works on the installation of the facility; Part 2 - direct placement of the main and auxiliary equipment; Part 3 - tracing and securing of all the routing of cables, wires and other connecting lines, as well as their connection to the constituent parts of connected systems and basic technical aids. The complexity of the work calculated using the equivalent time-consuming and difficulty coefficients for each type of work. The paper shows the calculated ratio and the empirical data necessary coefficients. The described method is used in the calculation of the cost of construction and commissioning works in a number of papers and de-monstrating the viability and fairly high accuracy, which is, in particular, shows a comparison of estimated and actual costs for completed work.
