Information technology normalization

Abstract:
The paper considers problems on interrelation between information technology, normalization, effectiveness and quality. It is accentuated that scientific functionality is close to its adaptability to manufacture. Philosophical, methodological and scientific discourse is considered and disclosed in polisemantic context of conceptual substance of the term "technology". Sometimes technology is authenticated with the term «machinery». In some cases technology is perceived as description of procedures transforming subject of labor into the final product, or as the process itself corresponding to normal procedure described in the technological documents. Concurrently it is used for general characterization of activity which is typical for the society: area of human activity comprised with amount of certain knowledge; as specific type of correlation between various epochs. First target of technology is achievement of effectiveness correlating practical activity with knowledge. Their interrelation provides effectiveness of activity, the knowledge becomes substantive. The knowledge on effectiveness introduced in definitely scientific and philosophic (logic-methodological) forms becomes up-to-date. The term "norm" is considered close to mentality quality and its orientation on methodology and technology. To be able to demonstrate creativity in resolving complex quality problems, to understand its system nature, to determine dynamics of quality and its norms change, the quality specialist shall be knowledgeable in methodology and technology. It is necessary to take into consideration the following: 1) besides being measurable the quality shall be normalized, i.e. for each set of objects or systems there are to be borders of its quality and its structure; 2) the quality norms determine internal integrity of the system, stability of its structure, its conformity besides its multiplicity and variability; 3) the norms are basis for processes regulation, resulting with their both objective and subjective expression. Application of such organizational and mental games (technologies) for simulating complex systems of collective thinking comes out into establishing «the world of organized thinking with phases of problem definition, forecasting, designing, etc.».
