Until recently, global neurocomputing was stagnant, and the prefix “neuro-” was used mainly for advertising purposes, not being connected with real biological neuroobjects. However, 3–4 years ago a new wave of revival of neurocomputing based on new principles was outlined.
The aim of the work is clarification of the history and concept of neurocomputing and analysis of the problems of its expansion associated with the use of the latest achievements in biology, methodology and philosophy.
The analytical review of the real history of neurocomputing has been given; the priority of domestic developments has been shown. The causes of a new wave of rapid development of neurocomputing in the West have been analyzed, related to the attention of developers of neurocomputers on neuroscience, biology, methodology and philosophy, initiated in modern Russia and, at the same time, currently paused in our Fatherland.
The use of the latest domestic achievements of neuroscience, biology and philosophy of science and technology in the theory and practice of neurocomputing can “revive” it, raise it to new heights.
