Fuzzy network tools to analyze prospects of projects of information and telecommunication infrastructure development

Abstract:
In the article the necessity of investment project realization for development of information and telecommunication infrastructure of industrial enterprise is substantiated and the procedure of developing and implementing such type of IT-projects, describing the internal and external factors, main stages and jobs, is detailed. The urgency of developing economic and mathematical tools for assessing the prospects of investment projects and business plans of their implementation, which, first of all, should be based on analyzing the adequacy of available resources, accumulated enterprise potential and favorable external conditions, is shown. For the preliminary analysis of the complex IT-project prospects it is proposed to use the data mining methods for scanning the enterprise internal and external environment. The authors have developed the procedure for analyzing the investment IT-project prospects, based on the application of the proposed fuzzy pyramidal network for various project characteristics diagnosis and the fuzzy logic algorithms for their aggre-gation. As a mathematical apparatus it is used the growing pyramidal network algorithms, which have been modified by intro-ducing fuzzy logic elements that allowed in conditions of quasi statistics to evaluate the influence of some factors on the other (the connection power) and the degree of their importance in the searching the unique solution (the vertex significance).
