System engineering in the context of neurocomputing

Abstract:
In the article the attempt to at least a little to fill this gap of irreplaceable historical justice in relation to the review of achieve-ments of domestic systems engineering was presented. The systems engineering together with cybernetics was to some extent an ancestress neurocomputing. The review of the leading domestic scientific school of systems engineering was given and their achievements were noted briefly. Also the connection of systems engineering and neurocomputing was emphasized. Аlthough as a single phenomenon Neurocomputing was appeared in 1832, it got demand and distribution with the advent and proliferation of complex electrical information processing tools, when it became necessary to work with complex multi-component systems. General Systems Theory (GTS) was the direct theoretical basis neurocomputing so. No coincidence that many of the theorists of GTS were professional biologists. Advances GTS and system analysis in the creation of artificial technic-al systems (aircraft unmanned, docking in orbit, the Strategic Missile Forces and anti-missile, radar, nuclear energy, etc. and their systems management) were very good were very good and effective that GTS tried to use to describe biological systems. So until now, as you know, the main «permissive document» of neurocomputing is the theorem of A.N. Kolmogorov which deci-sive the 13th Hilbert problem. However, the same theorem was essential limiting factor neurocomputing also limiting its scopes by computational mathematics, and specifically, the solution of the data approximation. The scheme McCulloch - Pitts and per-ceptron of Rosenblatt, perceptrons of Tsypkin were came in this scopes. Though the approximation task is quite versatile, but it very little closer of Neurocomputing to biological objects and it is no way justifies the prefix «neuro-». Nevertheless, the GTS has played a crucial role in the development of the concept of artificial intelligence and neurocomputing.
