System engineering in the context of national science and technology

Abstract:
This article reviews the methodological foundations of system engineering and system approach, which played n important role in the development of modern neurocomputing as a successor to Cybernetics. The focus of the study is on national traditions as well as on the review of the question fromhistorical and philosophical pointsof view. The present article raises a question about the use of the status of system engineering in science. This question is quite natural. After all, the booksabout system engineeringincluded chapters on the most common definitions and concepts of system design, complexity, etc. All of these concepts have important philosophical implications. In addition, this science concerns with the social systems as well as their levels, and their technical equipment, etc. Domestic approach to system engineering has a number of features. First of all, philosophy, which came to the analysis of the concept of system engineering, was a philosophy of activity. Secondly, the systems engineering was considered in the frame-work of General systems theory. Thirdly, in the USSR there isa special area of knowledge, close to what is called «the philoso-phy of science» in the West. This is a philosophy of science and technical systems (or philosophical questions concerning with science and technology). There are several local authors in the list of books and articles. First, one should mention G. P. Shchedrovitsky due to his organi-zational and educational activities. The system engineering from the standpoint of philosophy of science was analyzed by V.G. Gorokhov and his work provides the rational reconstruction of the history of socio-technical systems such as radiolocation. The article concluded that in terms of methodological research, system engineering is a more promising direction, based on the philos-ophy of science and technology. It is not concerned with «super problems»set by theorganization theory and the General systems theory. At the same time, the methodological toolbox of science itself - categories of sociology, history, and logic.
