Abstract:

Effective control today is just as important a factor as the quantity and quality of basic weapons, a factor that ensures that the enemy is preempted in actions and successfully neutralizes its destabilizing effects. At present, scattered models (techniques) that assess individual properties of information management systems are quite well developed. Moreover, each of these properties characterizes only a separate aspect of the functioning of information and control systems and does not allow taking into account cascade and systemic effects from external destabilizing influences of information and control systems. Development of a methodology for assessing the impact of management efficiency on the ratio of total relative losses (damages), based on the use of a set of models associated with different levels of functioning of information and control systems, interconnected by inputs and outputs. The methodology will allow taking into account cascade and systemic effects from external destabilizing influences on a single quantitative basis in terms of the indicator of losses (damages). The use of the methodology at the early stages of the design of promising information and control systems will form the basis for testing system engineering solutions for its construction.
