Model of the assessment of information units of document flow in public authorities

Abstract:
Creation within a common information space of mathematical and program tools of an assessment of documents is the perspective direction of development of a new form of realization of the state services. At the same time the electronic form of services causes expeditious forecasting of emergency situations at service execution. The matter is that at remote execution of service in the course of formalization of stages of regulations estimates of a flow of documents regarding allocation of such situations are required. Nevertheless forecasting in systems of flows of documents in public authorities didn't find full reflection in profile works. Processes of office-work and document flow are considered, first of all, as documentary reflection and ensuring administrative processes. Owing to this fact management of flows of documents gain independent character and demand own tools based on a probabilistic and quantitative assessment. Development of mathematical model of an assessment of documents in the form of set of DFD charts and an analytical assessment of the document it is added with three-level ranging of possible conditions of passing of the document that allows to allocate reasonably the most critical for execution control stages and to correct them. The kernel of this model is constructed on the basis of the office of productional systems that allows to provide multipurpose structure, invariant rather different types of documents, and subject domains on divisions, considerably big simplicity, naturalness and compactness of the description of movement of standard information unit - the document.
