Structurally functional model of the analysis and control of document flow in public authorities

Abstract:
Creation of a total information space of passing of documents is the main direction of increase of effective management of public authorities. The processes of the description of stages and office-work and document flow functions in OGV and modernization activity on its basis of system of electronic document flow didn't find full reflection in profile works of experts. Processes of office-work and document flow are considered, how documentary reflection and ensuring administrative processes. Owing to this fact processes of office-work and document flow gain independent character and demand own control system based on structurally functional model. On the basis of the carried-out analysis of the information tasks solved by OGV, information model of activity of OGV on the example of Kursk region in the form of the IDFO description and the DFD notation is developed. The basic of this model is constructed on the basis of standard information unit and describes types and subordination of communications between them in the unified look. This feature of information model due to used hierarchy of documents allows to carry out naturally modification of internal structure and building of information units in OGV. The developed structurally functional model describes common an exchange of information resources between various structural divisions of OGV.
