While open systems develop rapidly, quality issues of user access to cloud services become very pressing. In contrast to private (corporate) information systems, multiple user identification and validation of IDs to register users is not available in public systems. So, to reduce the risk of fraud, usage requirements for certain identification and remote authentication technologies should be developed in dependence on information processed within the information system. The regulatory framework for public information systems which is to be developed in near future can be based on such requirements. Proposed usage prerequisites for authentication techniques depending on user group membership and actual type of digital signature correspond to current legal requirements and can be used in practical activities such as design, development and operation of public information systems.
