Active creation of Uniform State information system in the sphere of health and modernization of regional information health systems allows to estimate possibilities of calculation of the tariff agreement in a new way. The basis of calculation of the tariff agreement is made by labor intensity of performance of services. Traditionally labor intensity of services is estimated in Universal units of labor intensity where one such unit is equal to 10 minutes of work of the expert rendering service. Each service is characterized by labor intensity of the doctor and (or) labor intensity of the average medical personnel. Between expenses of the doctor and the average medical personnel mathematical dependence which allows to express labor intensity of the average personnel through labor intensity of the doctor can be established and to pass to total medical labor intensity of service. The register of passports of medical institutions and the Register of the medical and pharmaceutical personnel make algorithmic base of calculation of the tariff agreement - possibility of calculation of total admissible resource labor input of healthcare institutions of the subject of the Russian Federation, on the one hand, and possibility of strict reference of rendered service to a place of its performance. I.e. on the basis of the passport of medical institution it is possible to calculate total quantity of universal units of labor intensity which each establishment and the health system of the subject of the Russian Federation as a whole can execute in a settlement period. Knowing quantity of the financial funds allocated during the same period for financing of medical care, it is possible to calculate the cost of 1 universal unit of labor intensity for the specified period of time. Having increased the cost of one universal unit of labor intensity by total medical labor intensity of service it is possible to calculate the cost of medical service in the tariff agreement. In such problem definition also there is an essence of offered approach.
