The choice of structure organization system is given on the basis of discrete optimization for multitude of verify versions. The criterion of optimization is the minimum of the loss of effective control. The expressions for the indexes of effective control in organization systems- by the probability of inopportune decision and by the probability of groundless decision are given. The correlation of the indexes of effective control with base structural characteristics of system- number of level, number of control bodies, number of source of information and number of executors are show.
