The article considers the influence of processes of information and features of the development of telecommunications and information infrastructures in the composition and content of the tasks assigned to telecommunications. Identified the need for inclusion in the telecommunication systems of new classes of tools that are designed to ensure consumer access to information resources and organizations and to ensure effective sharing of telecommunications and information resources. We propose a generalized model of the processes of transformation of information when it is passed, the role and relationship stages of this process. It is shown that the solution of problems of implementation in the TLC system layer of an integrated, mobile in time and place of access to diverse in content and form of information resources is based on solving the fundamental problems of measurement of quantity, quality and relevance of information for specific tasks for consumers, in the first place - creating a system information measures on the syntactic, semantic and pragmatic levels.
